Area rugs work best on hard surfaces but with proper padding, they can also be used over carpeting. Without padding, area rugs will creep and move over other soft surfaces. The degree of movement depends on the type of rug and the carpeting it sits on. The extreme movement shown in the photos is caused by a limp thin area rug placed over a thick fluffy carpet. Padding can help to stiffen the back of the rug and stabilize it enough to prevent movement.
